• Determine resource needs and obtain commitment for exercise date.
• Design executive letter to participants.
• Identify location for exercise and appropriate room for simulators.
• Develop and document scenario narrative and major events.
• Develop and document scenario background information.
• Develop support materials for exercise.
• Develop detailed events and messages.
• Develop master scenario script.
• Create materials for players, observers, and simulators.
• Conduct orientation meetings with EOC members, observers, and simulators in advance of exercise.
• Set up exercise location and simulator room.
• Conduct exercise.
• Conduct critique session.
• Summarize and publish action items and recommendations for future exercises.
